The Government, through Education Circular No. 5 of 2014, has decided to provide Basic Education (from Pre-primary to Form Four) free of charge.
This Government initiative is part of the implementation of the Education and Training Policy of 2014 which aims to ensure that all Tanzanian children of the target age group for Basic Education receive education without any hindrance including fees or contributions.
In the implementation of Free Basic Education, the following Documents and Guidelines were issued:
1. Education Circular No. 5 of 2015;
2. Education Circular No. 6 of 2015 on the implementation of Free Education
3. Guidelines for the use of Capitation Grant funds for Government Primary Schools Following the Government’s Decision to Implement Free Basic Education;
4. Guidelines for the admission form to Form One in Government Secondary Schools Ref. No. DC. 297/507/01/146 dated 23 November, 2015;
5. Letter of the Permanent Secretary, RALGM Ref. No. DC.297/507/01/145 dated 27 November, 2015 regarding the funding of free primary and basic education in Mainland Tanzania from January 2016;
6. Letter of the Permanent Secretary, RALGM dated 23/11/2015 regarding the Regulations for the First Class Admission in 2016;
Meaning of Free Basic Education
The provision of free basic education means that a student will study without the parent/guardian having to pay fees or financial contributions that were charged at schools before the issuance of Education Circular No. 5 of 2015.
The Government will cover the fees of a secondary school student for day and boarding that were paid by the parent or guardian to Government schools.
Before this Circular was issued, parents/guardians were paying various fees and contributions as approved in the Government documents.
