Competence Based Assessment is criterion referenced, which is done with respect to clearly specified performance criteria that make it quite clear what the leaner is expected to be able to do. To pass a competence-based course, a learner must demonstrate achievement of all performance criteria that are associated with all the competences. Because of this CBA tends to be much more closely integrated with actual facilitation and learning process, therefore both continuous and final assessment are used to assess the learner.

The guidelines have considered the two main types of assessment i.e. formative and summative assessment. Both assessments are treated as vital assessment are treated as vital assessment processes in determining learners and candidates achievements in a range of competencies. Furthermore, the guidelines outline award and certification criteria and description of grades as they should appear in a certificate of competence.

The guidelines have three sections, which reflect two main categories of learners who need Competence Based Assessment (CBA). They include, institutional based learners and apprentices in formal and informal workplaces.

As an assessment approach competence-based assessment focuses on assessing candidates’ skills, knowledge and attitude as acquired during a course of learning. As opposed to other assessment approaches, competence-based assessment is largely a learner centred assessment approach that embrace flexibility in the entire assessment processes. Competence-based assessment can be categorized into two broad types namely Continuous Assessment (CA) and final Assessment (FA).
