TIE was established by law no. 13 of the year 1963 and called the Institute of Education as a unit within the Affiliated University of Dar es Salaam with the main responsibility of coordinating the work of providing teacher training in the Affiliated University of Dar es Salaam and the efforts of the Ministry of Education in improving teaching and learning in schools and teacher training colleges.
In July 1970, when the Affiliated University of Dar es Salaam was upgraded to an independent university, the Institute of Education continued to be a Unit within the university until 1975, when it was transferred to the Ministry of Education and Culture as an independent institution created by the law of Parliament no. 13 of the year 1975.
In 1987, the change of law no. 4 changed the Institute of Education to the Institute of Curriculum Development without changing its basic role. This was due to the institution engaging in the work of designing and developing curricula for various levels of education.
The basic functions of TIE are:
1. Designing and developing Curricula at the levels of primary education, primary education, secondary education and teacher training colleges
2. Provide training to trainee and in–service teachers to bring efficiency and better results to curriculum implementation.
3. Provide and review the quality assurance of education regarding teaching methods, learning objectives and standards of teaching and learning tools.
4. Providing expert advice to the government through the Ministry and education stakeholders aimed at improving education at various levels.
