Important Document When Applying for an HESLB Diploma Loan (2026/2027): For the HESLB Diploma Loan Application 2026/2027, applicants must prepare several supporting documents before submitting their application through the Online Loan Application and Management System (OLAMS).
These documents are used to verify identity, eligibility, and special circumstances where applicable. The application window for the 2026/2027 academic year is open until 31 August 2026.
Important Documents Required
Birth Certificate Verification Code
- A verification code issued and approved by RITA (Registration, Insolvency and Trusteeship Agency) or ZCSRA (Zanzibar Civil Status Registration Agency).
- This is mandatory for all applicants.
Death Certificate Verification Code (if applicable)
- Required if one or both parents are deceased.
- The verification code must be approved by RITA or ZCSRA.
Disability Verification
- Applicants with disabilities or whose parents have disabilities must submit:
- A Disability Form verified by the District Medical Officer (DMO) or Regional Medical Officer (RMO), or
- A valid disability identification number issued by the Prime Minister’s Office.
Corporate Sponsor Information (if sponsored)
Sponsored students must ensure their sponsor is registered through the HESLB Education Sponsors Portal and has uploaded the required sponsorship details.
TASAF Beneficiary Number (if applicable)
Applicants from vulnerable households supported by TASAF should provide their beneficiary number.
Orphanage Centre Form (if applicable)
Applicants raised in an orphanage should provide the official form confirming financial and social support received from childhood until admission to a diploma institution.
Birth or Death Validation Letter (for events outside Tanzania)
If the applicant’s birth or a parent’s death occurred abroad, a validation letter from RITA or ZCSRA is required.
Prison Verification Letter (if applicable)
Applicants whose parent(s) are currently serving a prison sentence must provide an official letter from:
- The Ministry of Home Affairs,
- Tanzania Prisons Service, or
- The President’s Office (Zanzibar), depending on the location.
Additional Information to Prepare
Besides the supporting documents above, applicants should also have:
- Form Four examination details (NECTA or Non-NECTA).
- Admission information from the diploma institution.
- National Identification Number (NIN), where applicable.
- A valid mobile phone number and email address for communication.
- Passport-size photograph in the required format.
- Bank or payment details for the application fee, if applicable
RELEVANT DOCUMENTS TO SUPPORT LOAN APPLICATION
The following are key documents to support the application: –
(i) Birth certificate verification code approved by RITA or ZCSRA
(ii) Applicants with deceased parent(s) should provide death certificate verification code verified by RITA or ZCSRA
(iii) Self or parent disability form verified by District Medical Officer (DMO) or Regional Medical Officer (RMO). However, applicants with disability identification number provided by the Prime Ministers Office are encouraged to provide the number instead of filling disability forms
(iv) Sponsored students should ensure the corporate sponsor is registered through the HESLB Education Sponsors Portal and has uploaded his/her details into the portal
(v) Social Support Beneficiarys number from TASAF to prove that the applicant is from vulnerable households
(vi) Orphanage Center Form to prove financial and social assistance from childhood to the level of being admitted into tertiary education institutions
(vii) A letter from RITA or ZCSRA to validate applicant birth information and parent(s) death information abroad, and
(viii) A letter from the Ministry of Home Affairs (MoHA) or Tanzania Prisons Services from Mainland Tanzania; or the Presidents Office Regional Administration, Local Government and Special Department of Zanzibar to prove that the applicants parent(s) are currently in prison.
