The Higher Education Students’ Loans Board (HESLB) is a body corporate established under Act No.9 of 2004 (as amended in 2007, 2014 and 2016) with the objective of assisting needy and eligible Tanzania students to access loans and grants for higher education.
THE MAIN MANDATES OF HESLB INCLUDE:
1. To assist, on a loan basis, needy students who secure admission in accredited higher learning institutions, but who have no economic power to pay for the costs of their education.
2. To collect due loans from loan beneficiaries and use it as a revolving fund to sustain operations of the Board.
3. To create synergies through establishing strategic partnerships in the student financing ecosystem.
ABOUT HESLB LOAN APPLICATION
Higher Education Students’ Loans Board (HESLB) executes one of its key mandates by administering loans to students pursuing higher education.
Every year, the Board prepares the Loan Application Almanac to guide on the process of loan issuance to needy and eligible students. As per the almanac, the Loan Application Window opens once annually. Both undergraduate and postgraduate students who are eligible are invited to apply.
Criteria on eligibility and the application process are stipulated in the Loan Application Guideline for the respective year. The guidelines can be downloaded from this site.
Prospective applicants are encouraged to read the guidelines carefully. Prepare the prerequisites, and make their application online through the Online Application and Management System (OLAMS).
OBLIGATIONS FOR LOAN APPLICATION
Prospective Students should adhere to the following:
1. To read and understand the Loan Application Guideline for the respective year.
2. To prepare all the attachments to support their applications (birth certificates, academic certificates, national IDs etc.).
3. To ensure all documents are certified by relevant authorities.
4. To complete and submit their applications online through OLAMS and a copy by EMS.
5. To visit this website for updates on their application.
STUDENT BENEFICIARIES
1. To submit necessary information to Loan Officer (Registration number and bank details).
2. To sign payments sent to his / her college within the stipulated time.
3. To inform the Loan Officer in advance, if there is any problem related to their loans.

1. To attest on correctness and authenticity of the applicant’s information.
2. To remind the applicant on their responsibilities.

WHAT IMPORTANT DOCUMENTS ARE REQUIRED WHEN APPLYING FOR A LOAN?
1. Applicant’s birth certificate certified by RITA/ZCSRA
2. Death certificate if you have lost a parent certified by RITA/ZCSRA
3. Sponsor’s ID (NIDA, Voter ID, Driver’s License or Passport)
4. A correctly completed sponsorship form if you were sponsored in secondary education
5. A letter from the District or Regional Chief Medical Officer if the applicant or his/her parent has a disability
6. Passport size photographs of the loan applicant and his/her guarantor
WHAT ARE THE IMPORTANT THINGS TO CONSIDER WHEN APPLYING FOR A LOAN?
1. Make sure you have signed the loan application form.
2. Make sure your sponsor has signed your form in their location.
3. Make sure your form is signed and stamped by your Local Government or Village.
4. Make sure your form is signed by a lawyer or judge to verify your information and that of your guarantor.
