The Higher Education Students’ Loans Board (HESLB) was established by Act No. 9 of 2004 and became effective in July 2005. HESLB is mandated to, among others, issue loans and or grants to needy and eligible students.
IMPORTANT INSTRUCTIONS TO ALL STUDENTS APPLYING FOR SAMIA SCHOLARSHIP
All SAMIA SCHOLARSHIP applicants for the academic year 2025/2026 are required to observe the following: –
(i) Read and follow the application procedures stated in these Guidelines;
(ii) Applicants with National Identification Numbers (NIN) are encouraged to provide them during application;
(iii) Ensure that a birth certificate is certified by the Registration, Insolvency and Trusteeship Agency (RITA), or Zanzibar Civil Status Registration Agency (ZCSRA) to ascertain their validity;
(iv) Applicants born abroad should obtain a letter from RITA or ZCSRA to validate birth information;
(v) Ensure the bank account submitted is active and carries the same name as that on the application form. The respective bank account details must be correctly filled in the application form;
(vi) Applicants should provide a registered and reachable mobile phone number. The provided mobile phone number will be used to inform the applicant on the loan application progress and payment process;
(vii) Applicant must review the entire application form and make corrections (where necessary) before submission;
(viii) All applicants must strictly observe the set application deadline;
(ix) Any identified forgery will disqualify the applicant from the whole application process for the respective academic year, and subject him/her to other necessary legal actions; and
(x) Applicants are advised to make follow-up of their application process results through their SIPA account.
APPLICATION WINDOW
The application window for 2025/2026 Samia Scholarship opens once form six results for 2025 examinations are out and names of successful candidates are submitted to HESLB for further steps. These Guidelines are available on www.heslb.go.tz.
HESLB CRITERIA FOR SAMIA SCHOLARSHIP
To benefit from Samia Scholarship, the applicant must meet the set eligibility criteria detailed hereunder:
(i) Must be Tanzanian;
(ii) Must have a high performance in the Advanced Certificate of Secondary Education Examination (ACSEE) administered by the National Examinations Council of Tanzania (NECTA) in science combination subjects
- PCB
- PCM
- CBG
- PGM
- CBA
- PMC and
- CBN for the relevant academic year;
(iii) Must be admitted in a recognised Tertiary Education Institutions recognized by the Government to pursue priority programmes in either:-
- Natural Science
- Technology
- Engineering
- Mathematics or
- Health Sciences in the 2025/2026 academic year;
(iv) Must complete the Online Scholarship Application Form through the Online Application and Management System (OLAMS); and
(v) Must appear on the list of students published by HESLB for Samia Scholarship application.
SCHOLARSHIP ITEMS UNDER SAMIA SCHOLARSHIP
Samia Scholarship beneficiaries will be awarded scholarship amounts according to the actual needs of the faculties in
their respective Tertiary Education Institutions. Applicable amount for the Samia Scholarship will be as follows:
(i) TUITION FEE – The student will be awarded a tuition fee at the amount not exceeding TZS 5,000,000.00 per year.
(ii) MEALS & ACCOMMODATION – The student will be awarded Meals and Accommodation at the rate of TZS 10,000.00 per day. The funds will be paid in four instalments per year.
(iii) BOOKS AND STATIONARIES – A maximum amount of TZS 200,000.00 per annum will be granted to cover the cost of books and stationaries.
(iv) SPECIAL FACULTY REQUIREMENT – Special Faculty Requirements (SFR) up to 100% will be awarded for study programmes that require special faculty requirement items based on the rates comparable to relevant institutions and the amount will be paid directly to the college/university.
(v) FIELD PRACTICAL TRAINING – The student will be awarded an amount of TZS 10,000.00 per day as living expenses for a period not exceeding 56 days during practical training.
(vi) RESEARCH EXPENSES – The student will be awarded research funds at a rate not exceeding TZS 500,000.00 per year according to the schedule of the relevant tertiary education institution and the funds will be paid directly to the student.
(vii) ASSISTIVE EQUIPMENT FOR STUDENTS WITH SPECIAL NEEDS – A student with special needs will be awarded an amount not exceeding TZS 2,000,000.00 for the purchase of assistive equipment. The amount will be disbursed once throughout the study period.
(viii) HEALTH INSURANCE – The Board will provide TZS 50,400.00 every year to cover r health insurance throughout the study period.
SPONSORSHIP DURATION
Students who have secured the scholarship to pursue undergraduate studies will be sponsored for three (3) to five (5) years depending on the respective programmes.
TERMS AND CONDITIONS FOR SAMIA SCHOLARSHIPS
The beneficiary has the responsibility to comply with the scholarship conditions as follows:
(i) A beneficiary is responsible for reading and signing the Scholarship Agreement with HESLB.
(ii) A beneficiary will not be allowed to change the programme which he/she has secured scholarship with, without prior written permission from the Ministry of Education, Science and Technology.
(iii) A beneficiary will not be allowed to postpone studies except for medical reasons that will be approved by
the respective institution of study in writing
(iv) If a beneficiary will halt the scholarship opportunity before the commencement of studies, will have to
notify the HESLB Executive Director; and
(v) A beneficiary student will have to get registered in the Students Management System) accessed through https://scholarships.moe.go.tz.
SAMIA SCHOLARSHIP CANCELLATION
The Government through the Ministry of Education, Science and Technology may nullify the scholarship opportunity due to any of the following reasons:
(i) (i) If the student at any stage of studies decides to postpone studies for other reasons except on medical grounds.
(ii) If a beneficiary is terminated from studies due to disciplinary or academic reasons.
(iii) If a beneficiary scores a GPA of less than 3.8 during the year of study.
(iv) If a beneficiary changes an institution or programme to which he/she was admitted for the scholarship without written permission from the Ministry of Education, Science and Technology.
Note: The Samia Scholarship dropout will be allowed to apply for a loan managed by the Higher Education Students’ Loans Board for the remaining period(s).
APPLICATION PROCEDURE
(i) All scholarship applications must be made through the Loan Application and Management System (OLAMS)
(ii) After completion of the online form filling process, applicants will be required to download copies of the online application forms, sign the relevant sections and upload them into the system

SUCCESSFUL SCHOLARSHIP APPLICANTS RESULTS
Successful Samia Scholarship applicants will be notified their allocations through the Students’ Individual Permanent Account (SIPA).
